ROLE OF TEACHERS
The role of the teacher in Hong Kong has changed since the mid-1990s. Before, teachers did not need a teaching degree to teach children. Now they have the Education Bureau look at applications for teachers entering into the school system in Hong Kong. Teachers are either labeled a permitted teacher or registered teacher. Hong Kong has teacher-teaching languages and those teachers need to go through the language proficiency assessment ("Education Bureau: The,”).
The Education Bureau published an Administration guide-giving suggestions of what the role of the teacher is; where to have the strength in their learning skills for learning and teaching. The must be resourceful by keeping abreast of the latest developments and changes in the field. They want their teachers to have the ability to try out and work on strategies within their classroom. The teacher also needs to share issues, knowledge and experiences within their school. These are the guidelines for the 2013 school year ("School Administration Guide,” 2012.pp 35).
The permitted teacher requirements are providing primary, secondary or post-secondary education. The minimum requirement of being a permit teacher is an associate degree, higher diploma or other education training equivalent to these and to be a Hong Kong citizen. Permitted teachers need to get a permit to teach in any school in Hong Kong. They first apply for a job at a school, and then the school fills out a form for the teacher to work and if this teacher wants to move to another school they have to re-file for a permit with the new school. Additional note is the higher level a teacher is required to teach the higher the education is needed. The registered teacher is a teacher that has a Teacher’s Certification or postgraduate diploma. The teacher also needs to be a Hong Kong citizen. If you are not a Hong Kong citizen, the teacher will need to have a valid employment visa and documentary proof and certificate for teacher employment. They still need to apply to the Education Bureau and fill out a form as well ("Education Bureau: The,”)
The language proficiency assessment is something that any teacher that is going to teach language to children needs to pass. Whether being a permitted or registered teacher, if you are going to teach English or Putonghua, the local language of Hong Kong, you must pass the language proficiency assessment test. This test has five papers for English Teachers and four papers for Putonghua teachers. These papers are also followed in speaking, listening, and recognition in each language section. The teacher must understand it the language in order to teach it to the children ("Education Bureau: The,”)
